FCC Report 5/7: Petition For Declaratory Ruling Sought For Canadian Purchase of WLYK

Border International Broadcasting, Inc. has filed a petition for declaratory ruling for the company’s acquisition by Canadian citizens Jon Pole and Andrew Dickson’s Border Broadcasting Corporation. Border International Broadcasting owns 102.7 WLYK Cape Vincent NY. Pole and Dickson agreed to purchase the company in December for $325,000 and began operating it at the end of February first stunting as “102.7 The Pole” and then launching Gold AC “102.7 Lake-FM” on March 17.

The purchase would give 100% ownership of the station to Canadian citizens, which the company states in their petition “will serve the public interest as it would further the Commission’s stated goals of encouraging foreign investment in U.S. broadcast stations and the continuation of operations by such stations.” With the duo also owning My Broadcasting Corporation in Canada they state they “have extensive experience operating broadcast radio stations in Canada with an emphasis on localism” and the combination of the parties’ broadcasting expertise and infusion of capital will allow them to continue operations of WLYK and facilitate its provision of local news programming and music to the listeners in Cape Vincent.

Prior to the sale, WLYK had been operated via LMA by Canadian companies K-Rock 105.7 Inc. and then Rogers Sports & Media since 2004.

The FCC has initiated a proceeding to revoke the license held by Hubbard’s Advertising Agency, Inc. Gospel 930 WLLL Lynchburg VA for failure to pay delinquent regulatory fees and associated interest, administrative costs, and penalties owed to the commission. WLLL owes a total of $19,067.24 for unpaid regulatory fees from 2014, 2016, 2017, 2018, 2020, 2021, and 2022. WLLL had been issued a $15,000 fine and only a two year license renewal in 2019 for failing to prepare required quarterly issues and programs lists and failing to upload this information into the Station’s online public inspection file. Its renewal has been pending due to the “red light delinquency” of owed fees.

License Cancellations
Bustos Media turned in the license for 1150 KXET Portland OR. The station had been operating via STA from the roof of its studio building since their former tower site was sold in 2019 and an apartment complex was subsequently constructed on the property. It had applied in March to triplex at the site utilized by co-owned 1010 KOOR Milwaukie and Centro Cristiano Familiar’s 1230 KRYN Gresham with 350 watts daytime and 10 watts night changing city-of-license to Fairview OR.

Mount Wilson FM Broadcasters surrendered the license of Oldies “K-Surf” 630 KSUR Monterey CA.

Frijoles Canyon Trading Company’s 1240 KRSN Los Alamos NM had been silent since May 1, 2022 and notified the FCC on May 1, 2023 that it would not be resuming operations and turned in its license.

Carroll University surrendered the license of 104.5 WCCX Waukesha WI. WCCX had been silent since May 31, 2022 due to staffing and financial limitations.
