FCC Report 8/28: Owner Death Leads To Demise Of Two Wilmington NC AMs

Deletions
The two Wilmington NC area AMs and one translator owned by James Utley Jr’s CLI Radio Inc. have been deleted by the FCC. 1180 WLTT Carolina Beach and 1490 WWIL/104.9 W285FQ Wilmington have both been off the air since Utley’s death in September 2020, never filing an STA or ownership change with the agency.

After going dark at the end of 2020 when Beasley Media Group sold its tower site to a local real estate developer, the license for 1660 WJBX (formerly WBCN) Charlotte NC has been cancelled by the FCC.

Pirate Actions
Sergey Nikolaev’s Clearview 10601 LLC has been issued a Notice of Illegal Pirate Broadcasting for operations on 97.3 in Bethesda MD emanating from his property.

100 E 92ND LLC was issued a Notice of Illegal Pirate Broadcasting for operations on 105.5 in Brooklyn NY emanating from their property.

Steve Tiamfook and Russell Evelyn were issued a Notice of Illegal Pirate Broadcasting for a signal on 106.3 in Brooklyn NY.

FCC Actions

The FCC has granted Spottswood Partners II’s petition for rule making to amend the FM Table of Allotments to add a Class C3 on 100.9 in Big Coppitt Key FL.

The FCC has denied the The Association for Community Education, Inc’s petition to deny over the grant of Modesto Independent Media’s application for 89.5 Los Banos CA over theirs and three other applicants. ACE argued that the MIM Application should’ve been denied because it lacked reasonable assurance of site availability and failed to demonstrate that the proposed station would advance an NCE objective. Modesto Independent Media only listed a general phone number for American Tower, and AIM contacted a representative of the company who could not locate records, but MIM would show emails confirming it from their contract engineer. ACE also stated that because they were a first-time non-comm applicant, its submission of its articles of incorporation was inadequate for its proposed educational objective, but MIM counters that its article of incorporation included its stated purpose but did later amend its application with a more detailed submission. which the FCC found sufficient.

The College of New Jersey’s 91.3 WTSR Trenton NJ has entered a Consent Decree for failing to maintain its online public file.
